After reading a little more and then eventually seeing the Radious units mod I realized he's not at all about making the game more competitive, or strategically diverse. It's a shame because he has such a good grasp of editing the game files, and apparently the free time to make a gigantic mod like this.
I love the idea of tweaking unit and spell stats to make them feel more diverse, and situationally useful, but that's not what was done at all. Unfortunately I ultimately had to conclude that the author is not really making improvements to the game. I love the principle of the Radious mod, if it were actually implemented by a smart competitive minded person looking to make the game more challenging in fun and interesting ways.
